Rights and Responsibilities - Responsibilities as Members of the Community

Students also must share responsibilities as Mount Pleasant residents. Ignorance -- or being unaware of specific laws -- is not a defense for students and guests who are penalized for breaking city ordinances. Portions of a few ordinances that may be of interest to students are paraphrased below. Complete copies of city ordinances are available from the student life office.
  • Individuals who host a party in their homes or apartments are required to keep the volume of music and noise down. Individuals can be cited for allowing loud parties that disturb neighbors.

  • Individuals who attend "nuisance parties" also can be cited. "Nuisance parties" are defined as gatherings that result in any of the following conditions or occurrences: public drinking or drunkenness; public urination or defecation; the unlawful sale, furnishing or consuming of intoxicating beverages; unlawful littering; destruction of property; excessive or unusually loud noise; obstructing the free flow of traffic; public disturbances, brawls, fights or quarrels; or indecent or obscene conduct.

  • Occupants of residences are not allowed to place furniture or appliances intended primarily for indoor use on open porches, lawns or patios.

  • It is unlawful to transport or possess open alcoholic containers on the public streets, sidewalks or rights of ways of the city of Mount Pleasant.

  • A person is guilty of disorderly conduct if that person is intoxicated in a public place, endangers the safety of another person or of property, acts in a manner that causes a public disturbance, engages in indecent or obscene conduct in public, or is found jostling or roughly crowding people unnecessarily in a public place.

  • Any person who knowingly crosses a police line or remains in any police zone after being requested to leave is guilty of a misdemeanor.

  • It is unlawful to sell or furnish alcoholic beverages to anyone under 21 years of age.

  • It is unlawful to loiter in a place where alcoholic beverages are being sold or bought illegally.
     
  •  Anyone under age 21 who asks for alcohol at an establishment is guilty of violating the city's "misrepresentation of age" ordinance.
     
  • Parking on city streets is prohibited from 2 to 5 a.m. Permits for overnight parking in designated lots in downtown Mount Pleasant are available at City Hall. Parking officers enforce timed parking areas daily.
