Troy Sybert

Troy Sybert, MD, MPH, CUA, is a physician executive and clinical informaticist with more than two decades of clinical, operational, and health information technology leadership across academic, community, for-profit, and federal health systems. Through a succession of executive-level roles, he has held accountability for quality and patient safety, clinical informatics, and enterprise technology by leading electronic health record deployments across multiple platforms, building corporate governance structures for system-wide decision-making, directing health information exchange and interoperability efforts, and setting digital health strategy. Dr. Sybert currently serves as a subject-matter and policy expert in informatics and patient safety at a national scale, where his work focuses on the safe adoption and deployment of health information technology and artificial intelligence- the measurement, surveillance, and governance methods that determine whether these systems improve care safely in practice. He brings the discipline of safety engineering, including failure mode and effects analysis, root cause analysis, and human factors, to the evaluation of clinical AI.

Dr. Sybert is board certified by the American Board of Preventive Medicine in both Preventive Medicine and Public Health and in Clinical Informatics, is a Certified Usability Analyst in human factors engineering, and earned a Six Sigma Black Belt. He received his medical degree from the University of Texas Southwestern Medical School, completed a dual residency in Internal Medicine and Preventive Medicine with a Master of Public Health degree at the University of Texas Medical Branch, and completed a fellowship in Hospital Medicine and Quality Management at the Mayo Clinic. Dr. Sybert has designed and taught graduate curricula in health informatics and healthcare information systems, and joins Central Michigan University's College of Health Professions, teaching doctoral and master's coursework in artificial intelligence in healthcare, health information governance, and trustworthy AI.

Lawrence Fulton

Lawrence Fulton, Ph.D., is a Professor of Practice in Applied Analytics whose work spans machine learning, artificial intelligence, statistical modeling, optimization, simulation, and interpretable computational methods. He retired as a tenured full professor from Texas State University and previously served as a U.S. Army Medical Department Colonel, aeromedical evacuation pilot and air ambulance commander, and the Army Surgeon General Consultant in Operations Research. He has participated in more than $6.6 million in funded external grants and contracts and has consulted for organizations including Boeing, Sikorsky, the U.S. Department of Defense, and FootJoy. He has received multiple awards for teaching and research and has published extensively across statistics, data science, healthcare, and applied mathematics. His recent research includes quantum machine learning, including Classical SU(2) Models Match or Exceed Shallow Variational Quantum Circuits on Classical Vision Benchmarks, accepted in Quantum Machine Intelligence. 

Anna Stevens

For more than 15 years, Anna has provided accounting and advisory services to health care organizations. She has served clients in a variety of for-profit, not-for-profit, and governmental health care entities, including federally qualified health centers, behavioral health facilities, physician practices, ambulatory clinics, acute care hospitals, post-acute care facilities, and biotech companies. Leading Weaver’s health care advisory practice, Anna brings industry-specific consulting offerings, including revenue cycle assessments, financial reporting and modeling, and interim CFO services. As Weaver’s national health care market leader, Anna’s vision and growth objectives for the practice include developing new technology platforms and expanding operational efficiency for a wide range of clients. While working as a public accountant and consultant in Weaver’s audit and advisory practice, Anna served organizations with $400 million in net patient service revenues and has extensive experience in complex engagements, including provider relief funds, stock option grants, start-up accounting, and purchase price allocations. 

Before joining Weaver, Anna worked as the corporate controller for an $80 million post-acute health care system, where she managed the operating budget, prepared financial statements, and helped department leaders manage their individual operating budgets. In addition, she has served as the outsourced chief financial officer for a physician practice, where she restructured its accounting department, improved the practice's financial health, and ultimately led it through a change in ownership control to a strategic buyer. Anna earned a Master of Science and Bachelor of Science in Accounting from Sam Houston State University; she is a certified public accountant (CPA) in Texas and a certified healthcare financial professional (CHFP). She is a member of the Healthcare Financial Management Association (HFMA), the American Institute of Certified Public Accountants (AICPA), and the Texas Society of Certified Public Accountants (TXCPA). She is a past president of the Texas Gulf Coast chapter of HFMA.
