Biography

Troy Sybert, MD, MPH, CUA, is a physician executive and clinical informaticist with more than two decades of clinical, operational, and health information technology leadership across academic, community, for-profit, and federal health systems. Through a succession of executive-level roles, he has held accountability for quality and patient safety, clinical informatics, and enterprise technology by leading electronic health record deployments across multiple platforms, building corporate governance structures for system-wide decision-making, directing health information exchange and interoperability efforts, and setting digital health strategy. Dr. Sybert currently serves as a subject-matter and policy expert in informatics and patient safety at a national scale, where his work focuses on the safe adoption and deployment of health information technology and artificial intelligence- the measurement, surveillance, and governance methods that determine whether these systems improve care safely in practice. He brings the discipline of safety engineering, including failure mode and effects analysis, root cause analysis, and human factors, to the evaluation of clinical AI.

Dr. Sybert is board certified by the American Board of Preventive Medicine in both Preventive Medicine and Public Health and in Clinical Informatics, is a Certified Usability Analyst in human factors engineering, and earned a Six Sigma Black Belt. He received his medical degree from the University of Texas Southwestern Medical School, completed a dual residency in Internal Medicine and Preventive Medicine with a Master of Public Health degree at the University of Texas Medical Branch, and completed a fellowship in Hospital Medicine and Quality Management at the Mayo Clinic. Dr. Sybert has designed and taught graduate curricula in health informatics and healthcare information systems, and joins Central Michigan University's College of Health Professions, teaching doctoral and master's coursework in artificial intelligence in healthcare, health information governance, and trustworthy AI.
