Jeff Stoutenburg was appointed to the Board of Trustees by Governor Gretchen Whitmer in December 2024, for an eight year term expiring December 31, 2032. He is Director of State Government Affairs for Dow. In this role, he leads Dow’s advocacy initiatives and political strategy in the Midwest and Northeast states, and serves as the Company’s primary contact for key trade association engagements in the regions.
Mr. Stoutenburg previously served as Dow’s North America Public Policy Leader with a specific focus on energy, climate change and plastics issues. In this role, he led the effort to determine impacts to the company of existing and emerging public policy trends, including establishing corporate public policy priorities, preparing Dow executives to engage with government leaders, and positioning Dow as a national thought leader on manufacturing issues.
He serves on the board of directors of several organizations including the Michigan Economic Development Foundation, Michigan Manufacturers Association, Citizens Research Council of Michigan, Michigan Chamber of Commerce and its Foundation, Central Michigan University Research Corporation, Saginaw County Chamber of Commerce, Great Lakes Bay Regional Alliance, and the New York State Chemistry Council.
Prior to joining Dow in 2014, he worked as a legislative analyst for the House Fiscal Agency, a nonpartisan agency within the Michigan House of Representatives. In that role, he was responsible for providing policy expertise to legislators and staff, and he served as the agency’s lead analyst on natural resources, regulatory reform, agriculture, and environmental issues. He began his career in the Michigan House of Representatives as a legislative aide to former State Representative Terry L. Brown.
Mr. Stoutenburg received his M.P.A. and a B.S. in political science from Central Michigan University. He lives in Midland, Michigan with his wife and two children.
