Hawthorne "Peet" Proctor '77

Major General (Ret.) Proctor served for nearly 35 years in the United States Army, where he performed with distinction in numerous senior logistics management roles including Commander, Defense Personnel Support Center and later Commander, Defense Supply Center, Philadelphia, 46th Quartermaster General of the United States Army, and J3, or Chief Operating Officer (COO) Defense Logistics Agency. After retiring from the United States Army, Major General (Ret.) Proctor served from 2004 to 2006 as COO for Innovative Logistics Techniques, Inc. (INNOLOG), an integrator of logistics systems for homeland security, defense and state and local government agencies. 

During his military career he served as the 46th Quartermaster General of the United States Army, the first African-American to hold that position.  He led a corps of 122,000 military personnel who provided direct support to the nation’s 1.5 million soldiers, ensuring that food, fuel, water, clothing, repair parts and essential services were available to the men and women who needed them.  He was responsible for training 25,000 Quartermaster Corps personnel per year, and led efforts to streamline, modernize, integrate and transform the Army’s supply chain management system. 

Commissioned in 1968, General Proctor served with distinction in Vietnam and later in a variety of overseas and domestic posts.  Across the span of his career, he was responsible for developing internal CRM (customer relations management) systems, managing defense contracts, and both leading and improving military distribution, inventory and personnel management, and automated systems.   

His awards and decorations include: The Distinguished Service Medal (with one oak leaf cluster), Defense Superior Service Medal, Legion of Merit (with three oak leaf clusters), Bronze Star, Meritorious Service Medal, Joint Services Commendation Medal and several additional honors.
