October 2024: Website updates

In October, the Digital Strategy Team optimized widgets on the website, including: 

• Adding a thin blue top border line on each row of the Z-pattern layout.
• Restyling the Library Smart Search.
• Updating the Program Finder tiles to be completely clickable instead of just the text.
• Adding a new gold site-wige banner that looks like an inline alert.
