The Office of Civil Rights and Institutional Equity (OCRIE) is charged with monitoring and approving the use of this statement on all job-related advertisements. University Communications, in consultation with the OOCRIE, monitors and oversees the use of appropriate statements on all other advertisements, publications, and communications.
CMU has a longstanding commitment to equal educational and employment opportunities and to the elimination of discrimination within the institution. CMU’s Equal Opportunity Protocol (the Protocol) provides the framework for how CMU upholds its commitment to equal opportunity by outlining prohibited discrimination and harassment. OCRIE is responsible for addressing such concerns.
Any member of the CMU University Community who believes that they have been discriminated against or harassed in ways prohibited by the Protocol by the action of another member of the University Community or by a University policy, procedure, or regulation may file a complaint.
OCRIE’s jurisdiction and scope are limited to members of the CMU Community. If an involved party (complainant or respondent) becomes no longer affiliated with CMU during any phase of the complaint resolution process, CMU may dismiss the complaint.
If a student files a complaint with OCRIE involving the same matter as those involved in another University procedure, such as the Code of Student Conduct, OCRIE’s inquiry and/or investigation into the matter will be paused until the other procedure is complete. If the other University procedure is not completed in a reasonable timeframe, OCRIE will reevaluate the matter and continue to provide supportive measures.
OCRIE does not have the right to terminate the other procedure. After the other procedure has concluded, OCRIE will resume its process.
How to submit a complaint
Formal complaints must be submitted to OCRIE (electronically, in-person, or by mail).

Formal complaints should include, minimally, the following information:
- Who the complaint is against (a specific person or persons need to be identified).
- What is the allegation: harassment, discrimination, or related retaliation; and on what basis (e.g., race, national origin, religion, etc.)?
- Details of what occurred that support the allegation. If available, this should include dates, times, locations, and specific details.
After a thorough evaluation of a formal complaint and any supporting documentation or evidence, OCRIE may determine, by the preponderance of the evidence, that no violation of the protocol has taken place and/or there is insufficient evidence to support a violation of the protocol.
If it is determined that insufficient information/evidence was provided, or that the violation of the protocol did not occur, OCRIE will notify the complainant in writing.
